Skagit County Gives PSE an Easier Permitting Path

Less time. Less expense. Less Scrutiny.

County staff initially said PSE’s battery project required an Administrative Special Use Permit. It ultimately proceeded as a permitted use instead, resulting in less land-use and compatibility review that potentially could have identified the noise issue before installation—and spared us more than a year of trouble, stress, and lost enjoyment of our property.

The 2022 permit checklist attributes that determination to Brandon Black, then with Skagit County. Black now works for PSE.
